As the Interim Comptroller over the Department of Audit and Control, Barbara Miller-Williams provides direct oversight over the Divisions of Audit, Cash and Debt Management and Accounting. She superintends the fiscal affairs of the city, conducts financial and performance audits, establishes a uniform system of accounting and reporting and review budget monitoring reports for accuracy and statement issuances as applicable.
Prior to being appointed to serve as the City of Buffalo Comptroller, Ms. Miller-Williams served as an Erie County Legislator for District 1 and Erie County Legislator for District 3. She was the first African American Woman to serve as Chairperson. During her tenure with the Legislature, she was the Chairperson of the Finance and Management Committee and the Finance Management and Budget Committee; the Vice-Chairperson of the Health and Human Services Committee, Government Affairs Committee, and served on the Community Enrichment and Minority and Women Business Enterprise Committees. Ms. Miller-Williams previously served as the City of Buffalo Ellicott District Common Council Member. She was the Chairperson of the Civil Service Committee and served on the Finance, Claims, Community Development, Telecommunications, Auditorium/Stadium Task Force, the Police/Reorganization Oversight and Education Committees. In addition, Ms. Miller-Williams successfully retired from the Buffalo Police Department. During that time she was assigned as a Patrol Officer at A, B, and C Districts, ID Bureau & Warrant Officer, Men’s Cell Block, Traffic Division Point Control Unit, Traffic Radar Operator, Vice Squad, Burglary Task Force, Narcotics Squad, Police Officer Candidates Recruiter, Honor Guard, Community Crime Prevention Officer, Drug Abuse Resistance Education Officer, School Resource Officer, Erie County Central Police Services Academy Instructor, School Homeland Security Officer and Weapons of Mass Destruction and Radiological/Nuclear Awareness Trainer. She has worked as a Secondary Education Substitute Teacher throughout the Buffalo Public School system and honorably retired from the United States Army, HHC/98th Division as a Master Sergeant/Equal Opportunity Advisor.
Miller-Williams earned her Associate of Science Degree in Secretarial Science from Bryant and Stratton Business Institute and her Bachelor of Science Degree in Business Administration and Criminal Justice from the State University College at Buffalo. She obtained her Master of Science Degree in Higher Education and Student Personnel Administration from the State University College at Buffalo. She has completed several New York State Accounting Principles and Procedures Accounting Courses and is a member of the Government Finance Officers Association. Ms. Miller-Williams continues to participate as a member of numerous community organizations and serves on various executive boards throughout the City of Buffalo.
